Policies & Procedures Manual (PPM)
(Revised 10/12/04)
1. Executive and formal board meetings shall be held on at least a bi-monthly basis.
2. The meeting schedule shall be set at the beginning of each semester and posted in the Student Center, as well as in the KAB office.
3. Meetings may be called at other times if deemed necessary by the Executive Board.
4. A meeting of the Executive Board shall be held before the formal board meeting to prepare the agenda, review upcoming programs and events, ensure programs are following standard operating procedure, and to discuss matters concerning KAB.
5. Formal KAB meeting and informal meetings are open to all members of the University community. Executive Board meetings may be closed under certain circumstances.
6. The President retains the right to call meetings of the executive officers.
7. Special meetings:
- A. The reason for holding a special meeting is to deal with important matters that require immediate attention.
- B. These may only be called by the President and/or the advisor.
- C. The President and/or advisor can call such meetings if he/she deems it is necessary. The President and/or advisor may also be instructed by a written or electronic request with a majority of the Executive Board members’signatures and/or E-mail addresses, to call a special meeting.
- D. Notice of time, date, place and exact purpose of the meeting will be sent to each Board member two (2) business days in advance.
8. In the absence of the President, the order of the succession will be Administrative Vice- President, Vice-President of Programming, PPR Chair, and Secretary.
9. Minutes of the formal board meetings will be conducted according to ABC’s of Parlimentary Procedure, unless otherwise specified.
10. All minutes will be distributed no later than three (3) business days prior to the following general meeting. The minutes with then be approved at the next formal meeting of the board.
11. If you are unable to attend any meetings or sessions of KAB you are expected to inform the Secretary at least 24 hours in advance or leave a message in the KAB office.
12. Every member is expected to do the appropriate amount of office hours set by the Executive Board at the beginning of each semester. If you are unable to keep your office hours for some reason, you should inform the Secretary, the Executive Board of the Coordinator of Student Activities 24 hours in advance.
13. The board members are responsible for all correspondence and promotion prepared by their event coordinator and the signature must appear on all such correspondence. A copy of each correspondence should be emailed or delivered by the board member to:

14. The President may officially speak on behalf of the board and will inform the board promptly of their statement. No other board member has this authority and discretion should be used when communicating with others so that they do not get the idea you are
speaking for KAB. The President may be instructed by the board by a majority vote to make an official statement.
15. All board members shall support any action taken by the board whether he/she voted for or against the particular actions.
16. Each Area Coordinator must keep a file containing all information concerning its activities readily accessible to present to any member of the organization upon their request. This file should include an up-to-date checklist, budget breakdown, and assessment.
17. Program Policies:
- A. Program Area Coordinators appoint an Event Coordinator for each event.
- B. All events should be scheduled at least 6 months in advance, unless circumstances prohibit the action.
- C. The Event Coordinator must start attending Executive meetings 2 weeks before his/her event.
- D. A written evaluation must be submitted to the Secretary and Coordinator of Student Activities at the end of each event to be kept in the program files.
18. Budgets:
- A. The Administrative Vice-President will oversee the budget of KAB expenditures.
- B. The Administrative Vice-President will establish a timetable concerning the submission of the budget according to SABAC’s request.
- C. All budgets should be officially approved in a General Board meeting by the KAB membership before presented to SABAC.
19. Responsibilities of the Executive Board:
- A. The membership of the Executive Board will be the five Executive Officers and the Area Coordinators. This Board is charged with developing the agenda for the General Board meetings. They are further charged with leading the organization, setting goals and providing programming that not only entertains the entire student body but serves to educate them as well. This group is responsible for working together to present a full year of programming for the entire KSU student body, teach leadership skills through programming and attending retreats.
20. Responsibilities:
- A. Executive Officers: All Executive Officers are required to attend three (officer, EC & GC) meetings each week, all Retreats, any KAB Orientations and 75% KAB events. They must each hold at least one hour in CineKAB and one in the KAB office in accordance with pre-set hours approved by the Executive Board. Each officer will be responsible for keeping and amending a procedural manual that will be give to them at the beginning of their term, and given to the officer select at the start of the next term.
- President: The President shall be the sole spokesperson or he/she can appoint a spokesperson for the event. The President shall preside over all meetings of KAB general membership and serve as the administrative liaison with campus officials. The President is responsible for seeing that the By-Laws, as well as these policies and procedures are adhered to. The President serves on the Executive Board and serves as the chief link to the Coordinator of Student Activities. The President shall head or appoint another member to head all “adhoc” committees. The President will also meet with the Event Coordinators at least once a month.
- Administrative Vice President: The Administrative Vice President shall succeed the President in the case of vacancy in office. The Administrative Vice President shall be responsible for maintaining the budget and for running and organizing Fall Retreat. The Administrative Vice President shall schedule monthly meetings with all Area Coordinators to ensure that programs are working within budget allotment. He/she shall work closely with the Business Affairs Manager in Student Life. The Administrative Vice President shall present a monthly financial report to the Executive Board at least once a month.
- Vice President of Programming: The Vice President of Programming shall preside over all meetings of the Executive Board and shall be responsible for running and organizing the summer retreat. The Vice President of Programming shall schedule monthly meetings with all Area Coordinators to ensure that programs are well planned and timely. The Vice President of Programming shall serve as the Head of Delegation at all NACA Conferences or appoint another KAB member as Head of Delegation, as well as the student liaison to NACA. The Vice President of Programming shall serve as the Co-Op Buyer at all NACA Conferences or appoint another KAB member as Co-Op Buyer.
- Secretary: The Secretary is in charge of recording minutes during Executive and General meetings. The Secretary shall maintain an up-to-date listing of members including voting eligibility, addresses, telephone numbers, and e-mail addresses. The Secretary is responsible for maintaining accurate records of all programs and events and to ensure that the program files are being accurately maintained. The Secretary is responsible for maintaining a hard copy of all procedural manuals for officers and event coordinators. The Secretary is responsible for keeping an accurate record of attendance, and voting membership records. The Secretary shall also maintain the office, stock office supplies, keep a copy of all correspondence, and keep an open record of office hours for all KAB members.
- PPR Chair: the PPR Chair shall oversee publicity for all KAB events to ensure visibility. The PPR chair should meet with the Area Coordinator 2 months prior to plan a publicity plan and then work closely with the Area Coordinator until event. The PPR Chair shall coordinate the use of the advertising devises, and shall enforce KAB Marketing Plan. The PPR Chair shall be responsible for promotional items for KAB such as T-shirts, etc. The PPR Chair shall also be responsible for maintaining the PPR Fund, as well as create and maintain the calendar of events. He/she shall oversee the Techno Kabbie Coordinator.
- B. Area Coordinators: All Area Coordinators shall hold at least two (2) office hours per week in accordance with pre-set hours approved by the Executive Board, one in CineKAB and one in the KAB office. He/she attend two (2) meetings (EC & GC) per week. It is mandatory for Area Coordinators to attend Retreats, Homecoming, KSU Day, KAB Recruitment events, attend least six (6) events per semester that is not in their Area, and any other event made mandatory by the General Board. Area Coordinators must meet at least once a semester with the President and monthly with the Vice President of Administrative, Vice President of Programming, and the PPR chair as needed. Each Area Coordinator will be responsible for keeping and amending a procedural manual that will be give to them at the beginning of their term, and given to the newly appointed Area Coordinator at the start of the next term.
- Lectures: The Lectures coordinator shall be responsible for planning, organizing and appointing an Event Coordinator for each event. He/she shall present a final event budget to the Administrative Vice President no later than 1 month prior to event, as well as coordinate publicity for the event in conjunction with the PPR Chair. He/she shall be responsible for coordinating at least one (1) event per semester. Finally he/she shall participate in recruitment by co-coordinating an event.
- CineKAB: The CineKAB Coordinator shall coordinate office hours on conjunction with the secretary. He/she shall update and maintain a current listing of videos/ DVD’s. He/she shall coordinate publicity for all areas of KAB with the PPR Chair. He/she will coordinate at least one movie for the student body a semester; he/she may work in conjunction with another coordinator for their movie. The CineKAB Coordinator is expected to stay within his/her budgetary allotment and to purchase at least five (5) new titles per month. The CineKAB Coordinator is also expected to keep up with, notify and discipline students who are delinquent in their returns. The CineKAB coordinator will work in conjunction with the LLC to put on one movie per semester. Finally he/she shall participate in recruitment by co-coordinating an event. Education Recruitment and Retention (ERR): The ERR Coordinator shall coordinate recruitment at all orientations, activity fairs and KSU 1101 classes. He/she shall work with the KABinet on an internal KAB recruitment drive. He/she shall plan parent night, and lead educational sessions for new members. He/she shall oversee KAB’s Educational Plan that the officers teach, and act as liaison between Executive Board and Educational Learning Program (ELP) participants. He/she must coordinate workshops and social events for all members every other month. The ERR Coordinator must update the drivers manual and plan activities at retreats and pairing new members with Area Coordinators to learn. The ERR will meet on Mondays and Thursdays, since they will be teaching the ELP on Tuesdays at 12:30.
- Theme Week Coordinator: The Theme Week Coordinator shall be responsible for planning, organizing, and appointing an Event Coordinator for each event, and overseeing one theme week per semester. The Theme Week Coordinator is responsible for coordinating publicity for his/her event in conjunction with the PPR Chair. He/she can work in conjunction with other coordinators for their event. The Theme Week Coordinator shall present a final Budget to the VPA no later than 1 month in advance. Minimum of four (4) events per theme week including but not limited to one (1) performance and three (3) walkups. Finally he/she shall participate in recruitment by co-coordinating an event.
- KSU Hommie: The KSU Hommie Coordinator shall be responsible for planning and running Homecoming Week and KSU Day. Homecoming Week activities shall be planned in conjunction with KSU Athletics as well as KSU Alumni Affairs. Homecoming week will be a combination of events ranging from competitions to walk-ups to a large named comedian. KSU Day is a combination of events from walk-ups to a large concert in the spring. KSU Hommie Coordinator is responsible for coordinating publicity for his/her event in conjunction with the PPR Chair. He/she can work in conjunction with other coordinators for their event. The KSU Hommie Coordinator shall present a final Budget to the VPA no later than 1 month in advance. Finally he/she shall participate in recruitment by co-coordinating an event.
- TechnoKABbie: The TecnoKABbie will work with PPR chair to oversee and maintain the website, insuring it is timely and accurate. Create KABloid, per KAB Marketing Plan. Also, maintain as well as train KAB members on proper use of software and/ or computers. Finally he/she shall participate in recruitment by co-coordinating an event.
- Community Coordinator: The Community Coordinator shall be responsible for planning, organizing, and appointing Event Coordinators for the KAB Fall Festival. The Fall Festival is in the fall semester and is for the children of students and faculty of KSU. The Community Coordinator shall be responsible for planning, organizing, and appointing Event Coordinators for the KAB KAR show. The Community Coordinator is responsible for coordinating publicity for his/her event in conjunction with the PPR Chair. He/she can work in conjunction with other coordinators for their event. The Community Coordinator shall present a final Budget to the VPA no later than 1 month in advance. Finally he/she shall participate in recruitment by co-coordinating an event.
- Night Owl: The Night Owl Coordinator shall be responsible for planning, organizing, and appointing an Event Coordinator for each Late Night event. The Night Owl Coordinator is responsible for coordinating publicity for his/her event in conjunction with the PPR Chair. He/she can work in conjunction with other coordinators for their event. The Night Owl Coordinator shall present a final Budget to the VPA no later than 1 month in advance. Minimum of one (1) event per semester. Finally he/she shall participate in recruitment by co-coordinating an event.
- Nature Bound Trip Leader: The Nature Bound is responsible for coordinating publicity for his/her event in conjunction with the PPR Chair. He/she must attain a trip leader and a trip advisor for a trip prior to the approval of the trip by the General Board. He/she will appoint an Event Coordinator for each event. He/she shall only accept Full payment in advance of the trip. No partial payments are to be taken. He/she must stay within budget allotments. Inventory must be updated and posted before and after each trip. Sign-up sheets must be posted with full trip information at least six (6) weeks prior to deadline. He/she shall be responsible for ensuring 100% attendance at all events, and must adhere to the fourteen (14) day policy regarding KAB member sign-ups (no more than 25% of trip members can be active KAB members until two weeks prior to the trip deadline). Any and all trip refunds must be handled through Nature Bound by the person receiving the refund and the Administrative Vice President.
- C. The Advisor: The Assistant Director of the Student Life Center shall serve as the advisor to KAB. The advisor in conjunction with the Executive Officers shall advise the Area Coordinators to aid in the coordination of a programming year. He/she shall work to introduce leadership educations within a function of the board and serve as a chief advisor for all KAB events, meetings, retreats and/or conferences. The advisor is intended to provide support and direction on all decisions of the KAB membership, however, reserves the right to review any decisions that he/she feels is not in the best interest of KAB, Kennesaw State University, or the community at large. He/she shall appoint or approve any supplementary advisor for trips and/or events at his/her discretion. This person serves as the Board’s chief link with regards to campus policy and regulation. This person in conjunction with the officer/area coordinator has the authority to approve expenditures exceeding the $300 limit (set below as major cost) in case of emergency.
- D. Stipend Positions: Everyone receiving a stipend will be responsible for their area as delegated in this section (sec. 20) of the PPM, This PPM, along with the provisions of the Stipend Contract, shall be used as a means of evaluating their stipend request. Every KAB member receiving a stipend is responsible for knowing their area in advance of taking the position. Exceptions shall not be made.
21. KAB Sponsored Events:
- A. All events sponsored by KAB will be done so with the intent to further the mission of KAB and KSU as a whole.
- B. All events and their related information (i.e. major cost*, dates, themes) must be submitted to the KAB secretary in writing no later than two days prior to the general board meeting at which the proposed events are to be voted upon.
- C. All the events sponsored by the KAB must be approved by majority vote of the voting KAB members in attendance at an official KAB general board meeting.
- D. All publicity that is related to KAB sponsored events must follow the KAB Marketing Plan, and receive final approval from the Area Coordinator, and the PPR Chair before it can be publicly displayed. * A major cost is classified as a cost totaling over $300.00.
22. Co-Sponsored Events:
- A. Any organization wishing to co sponsor an event with KAB must fill out KAB Co-Sponsorship application. As well as presenting a written proposal of the event outlining details of the event (i.e. costs, themes, dates, and responsibilities of groups) at least four (4) weeks prior to proposed event.
- B. All events co-sponsored by KAB will fall under the same regulations as KAB sponsored events.
- C. If over 25% of an event is monetarily supported by the KAB organization then a KAB member will be appointed to assist with the coordination of said event.

25. Office Hours:
- A. Office hours shall be served between the hours of 10-6 Monday through Thursday excluding weekly meetings unless approved by the board.
- B. KAB members shall attend to duties of the office first, followed by their individual areas and personal matters, in thatorder.
- C. KAB Officers shall hold at least two (2) hours per week. Coordinators shall hold at least two (2) hours per week. Voting members shall hold at least one (1) hour a week.
26. Incidents and Impeachment
- A. Incidents and Actions
- Incidents:
- All incidents within KAB, it’s events and it’s personnel should and will be reported and documented. In each case, a copy will be sent to the Advisor, the President and the said Executive Member.
- Actions:
- First Incident Report will be discussed with the said Executive Member, and the direct overseeing Officer (President, Administrative Vice President, Programming Vice President or PPR.)
- Second Incident Report will be discussed with the said Executive Member, the
- President and/or both Vice Presidents. Discussion will include the incident,
- resulting probation and the terms there of.
- Third Incident Report, and by terms of probation, shall result in the Executive
- Member being brought before the KAB Voting Membership for dismissal.

- B. Removal from the KAB Executive Board
- 1. Resignation
- Any KAB Executive Board may resign from his/her position with a written statement if for any reason he/she cannot fulfill the duties within the KAB Bylaws and PPM. Upon resignation, stipends will be forfeited, KAB office keys, and procedure manuals must be returned, and use of the KAB email system must be relinquished.
- 2. Impeachment
- a. A majority vote (50% + 1) of the KAB Voting Membership shall be required to initiate the impeachment process.
- b. Minimum due process shall be afforded the accused, and shall include but is not limited to:
- i.The right to notification, by registered mail to his/her residence as listed with the Registrar’s Office, as well as notice sent by campus mail to his/her personal mailbox. Notification shall:
- include the date, time, and location of said impeachment trial as
- well as the charges, mailed within an adequate amount of time,
- prior to the trial , so as to allow sufficient time for the accused to
- be notified and to prepare for the hearing.
- ii. The right to present witnesses on his/her behalf.
- iii. The right to assistance by a KAB member of choice.
- iv. The right to remain silent and have no inference of guilt implied by said silence.
- v. The right to cross-examine witnesses.
- vi. The right to procedural review by the Voting Membership and the right of appeal of said procedural review to the University Judiciary.
- i.The right to notification, by registered mail to his/her residence as listed with the Registrar’s Office, as well as notice sent by campus mail to his/her personal mailbox. Notification shall:
- c. Failure to appear at the time of trial shall result in the waiving of rights ii-v.
- d. A majority vote (50% + 1) of the KAB Voting Membership is required for a guilty verdict and to sanction the accused.
- e. A 2/3 vote of the KAB Voting Membership shall be required to remove the accused person.
- f. Each impeachment shall require a separate bill and trial.
- g. The chairperson to the special impeachment meeting shall be a KAB Advisor, approved by the majority of the KAB Voting Membership.
- h. The Administrative Vice President shall appoint, with the majority approval of the KAB Voting Membership, a KAB member who shall act as Prosecutor in said trial.
- i. The latest edition of Robert’s Rules of Order, Newly Revised shall govern the meeting.
- j. The option of resignation shall be afforded the accused up to the time of said trial. In the case of resignation, no trial shall be held and the impeachment process shall be terminated.
- k. Members impeached or who have resigned as a result of impeachment shall be ineligible for a stipend. Additionally, members resigning shall return KAB office keys, procedure manuals and other items given to them in their capacity as a member of KAB. They will also relinquish use of the KAB email system immediately.
